Pathways Announces the Release of V5.16.56 that addresses Client Status Collection

Effective Monday night on December 27, 2010, Pathways will release V5.16.56. This Release will address changes being made to the system to enhance the collection of certain Client Status information at Program Entry, and Program Exit.

The HUD Standards require that four data elements be collected at each program entry and that one of them also be collected at each program exit.

Currently, the data elements mentioned below are collected, but not directly associated with any Data Collection Stage. The elements are stored in Client Status Collection records, which also include the client and agency identifiers and the data collection/verification/"as of" date.

The four Data Collection Stages are (1) Program Entry, (2) During Program Enrollment, (3) Program Exit and (4) Follow-up. Automatic association of Client Status Collection records with a Data Collection Stage is required for Entry and Exit. The other two stages are implied from the collection date.

Therefore, these requirements exist:
We will collect the following data elements at Program Entry (Enrollment) time and automatically associate them with the Program Entry stage for that program:
-Residence Prior to Program Entry (Type of Residence and Length of Stay in Previous Place,
-Zip Code of Last Permanent Address (Quality code and value)
-Housing Status
The above fields will be referred to as the Client Status Fields in this document.

We will collect the following data element at Program Exit (Discharge) time and automatically associate it with the Program Exit stage for that program:
-Housing Status

Under certain conditions, we will force the collection of the elements during program entry and exit. The conditions will be based on:
-If the agency as a whole collects this Client Status information at all
-The program type
-Whether the client is an adult, child or unaccompanied minor

Agencies are allowed to “opt out” of collecting Client Status information (e.g.,if they do not need it for funding). For such agencies, the data elements mentioned here will not be displayed at all.

For agencies that DO collect Client Status information, if collection of a particular data element is not required under certain conditions, it will still be allowed (the data elements will still be displayed and data entry will be enabled).

We Need Volunteers to help with the 2011 Tri-J Homeless Census!

On the night of January 25th, 2011, please join other community volunteers in conducting a street count of homeless persons. Help us understand how many people are homeless in Atlanta, Fulton County and DeKalb County. To best serve the homeless, we must gather accurate data on our homeless population.

Pathways Announces the Release of the Updated APR

Effective November 23rd, the updated APR will be available. These reports are suitable for agencies that must submit APR's during the Transitional period. Below outlines those changes. These changes are reflected on:

* APR Entry

* APR Exit

* APR Entry (Direct Enrollees Only)

* APR Exit (Direct Enrollees Only)


Note: This report is not intended to meet the requirements for the HMIS Dedicated Projects APR nor the HPRP APR.


Destination:

The Destinations that are currently available in the system that align with the New Data Standards are now correctly reflected in the report.

Finance:

The Income fields have been updated to capture the Earned income from the new finance pages. When running the APR please verify your client’s income and update it if necessary using the Finance Wizard. This is especially important if your client was enrolled in your program prior to July 15, 2010.

To verify earned income remember the following:

* You can verify a client’s employment income using the PATHWAYS COMPASS Employment page.

* For other cash income sources, use the Basic Demographics +Finance Information export.


If an update is required please remember the following:

* For Program Entry income: Use the client’s program enrollment date as the “Verified” date.

* For Program Exit income: Use the client’s program discharge date as the “Verified” date. If you skip through these pages, it will pick up the Income captured at Program Entry.

Effective November 11, 2010
Pathways Announces Release V5.16.52 which includes an Export and several system corrections. Below outlines each item.


Assessment Export now available: This report will show the questions and all answer sets entered within the reporting period for the Assessment Name selected.
o To run this export click Reports > Data Export > Assessment > Assessment

Finance wizard error messages appear for Other Source field description greater than 50 characters:
On the Cash Income and Non-Cash Income the Other Source field description is limited to 50 characters or less. If you type past that limit, the Note will not be saved and an error message will appear.

Program profile – Special Needs Served no longer required:
Special Needs Served (which is not a required field and was not bolded) previously gave you an error message if you did not select a value. This error message has been removed.

Zip code associated with multiple counties now works properly in Process pages:
Zip code: The correction has been made on the Intake process, and you are now able to select the correct county.

Comprehensive Client Report links in General Information page removed: To ensure client privacy this report will now only be available to those individuals who have access to the Reports Menu.

Process Complete page simplified: At the completion of a Process, you will now see a simplified set of buttons and an explanatory note, making the page easier to use.

Pathways scheduled to update the Earned Income on the Finance Page

In the transition to the New Finance pages, Employment Income on the original Finance page was not transferred to the Earned Income category on the new Cash Income Sources and Amounts page. Effective November 2nd, 2010 this Employment Income will be transferred and become visible on this page.

Below are the changes for this update:
 A transfer will occur for each client that was receiving Employment Income prior to the release of the new Finance wizard and for whom no value currently displays in the Amount field of the Earned Income category of the Cash Income page.

 The initial “30-Day” question for that client will be set to YES and the Verified Date for this question will be set to the latest verified date for the old client income. If the Verified Date has previously been set, it will not be modified.

 The Amounts on each record for which the client is currently receiving income (that is, no employment End Date has been entered) will be added together and the sum will be entered in the Earned Income category on the Cash Income Sources and Amounts page in the Finance wizard.

 If the Earned Income Amount has already been updated for the client, it will not be modified.

 The Employment page will not be altered.

 No additional changes will be made to any of the other pages in the Finance wizard.

Pathways announces the release of V5.16.45

Effective Tuesday, September 21st, 2010 Release V5.16.45 will be available. Release V5.16.45 addresses updates and fixes to the Finance page, the Employment History page, and the Information & Referral (I&R) function within the system. See below for more details.

Finance and Employment Page Updates:

• The End Dates on the Cash Income Sources and Amounts and the Non-Cash Information sections of the Client Finance page have been removed. These dates were not being used to calculate the cash income actually received in the prior thirty days, so showing them was confusing to users.

• Clarified the message that appears on the Employment page if the actual Earned Income for the last thirty days from the client’s Finance page is not the same as the total current monthly wages amount on the Employment Page. The message now reads as shown below:

Earned Income for the last 30 days from the Client Income page is $1.00
This amount does not equal the Total Employment amount for the Active Client. It is NOT REQUIRED that they must match. If you want to make the two totals match, you can...
o Add any missing employment history information to this page,
o Delete or modify the employment history information on this page,
o Click here to correct the Verified Date and Earned Income amount on the Finance page

Note: The Total Employment Income and Total Earned Income are not the same. The Finance page shows the actual cash received during the thirty days prior to the Verification Date (which could include wages for a partial month), while the Employment page shows the total monthly wages paid by the employer(s) the client works for as of today. Therefore, there is no requirement that the two numbers must be the same.

Finance Page Fixes:

• Would save the Start Date and Amount even when “No” was selected on the Cash Income Sources and Amounts page. This information is now only saved if “Yes” is selected.
• The Cancel button problem has been resolved on the Client Employment Page. This button behaves properly by returning to the page without saving.
• Changed the wording “looking for job” to “looking for a job” on the Client Employment Status section of the Client Finance page. The word “a” was missing.

Information & Referral (I&R) updates:

Before, any Service Code and Description used by an agency would appear on the agency’s I&R Services Provided list, even if the agency only used that Code for referrals to other agencies. Now, the Code will not appear on the list if its only use is for referrals.

Before, if a Service Code was on the agency’s Preferred Services list it would appear on the agency’s Services Provided list in the Agency’s I&R listing, even if the Referral flag was “pre-set” in the Preferred Services list. Now, such services will not appear on the Services Provided list.

To state the above rules another way, the Services Provided List for an agency will be populated with a Service Code ONLY IF:
• That Service has been provided in the last 90 days without a Referral flag, or
• The Service appears on the agency Preferred Services page without the Referral flag turned on.

Any Service Codes and Descriptions that are currently on an Agency’s Services Provided list but are actually only used for referrals will be removed effective the date of the release.

Pathways releases the Agency System Utilization Report

This report is a high level summary of activity for the entire agency on the items listed below. To access this report you must have access to the Summary Reports.

To run this report, go to Reports>Summary>Agency Monitoring>System Utilization Report. Enter the Begin and End Dates for the report and click Run.
The report contains information on the entire agency for:

New Authorizations
Number of Service Transactions
Number of Program Enrollments
Number of Program Discharges
Number of Barriers to Housing Stability Assessments (BHSA)
Number of Goals Created
Number of Goals Updated
Number of Clients with Status Indicators Updated

Additionally information is captured for each Program set up by the agency which includes:

Program Type
Bed Capacity
In Program on Last Day
Total Enrolled During the Period
Average Daily or Nightly Program Occupancy
Total Discharges During the Period
Average Length of Program Enrollment for People Discharged
Total Services associated with Programs
Bed Utilization

Pathways Announces the Release of V5.16.26

Pathways announces the Release of V5.16.26. This release has added the Data Standards changes that go into effect on June 1st, 2010. Below outlines that relevant changes made in the PATHWAYS COMPASS system.

Agencies should begin capturing this information on new clients and updating existing client information when a client returns for additional services.

Summary of Relevant Data Standards Changes
Homeless Management Information System (HMIS) Data Standards-March 2010

Program Descriptor Data Elements:
Data should be collected about all homeless assistance and HPRP homelessness prevention programs. The data elements are needed for the following HUD reports and uses: The Annual Performance Report (APR), the Quarterly Performance Report (QPR), the Annual Homeless Assessment Report (AHAR) and the Housing Inventory

Site Information: Added Site Configuration Type: Single Site, Single Bldg, Single Site, multiple bldgs, and multiple sites; Changed Site Types to: Non-residential: services only, Residential: special needs and non-special needs, and Residential: special needs only.

Program Type Code: Safe Haven and Permanent Housing have been added, “Outreach" has changed to "Homeless Outreach", "Homeless Prevention" has changed to "Homelessness Prevention and Rapid Re-Housing"

Bed and Unit Inventory Information: This is a completely new page. Includes: Household Type, Bed Type, Availability, Bed Inventory, Chronic Homeless Bed Inventory, Unit Inventory, Inventory Start Date, Inventory End Date, HMIS Participating Beds, HMIS Participation Start Date, HMIS Participation End Date

Target Population A: Response categories include: SM, SF, SMF, CO, SM+HC, HC, YM, YF, YMF, SMF+HC

Target Population B: Response categories include: DV: Domestic Violence, VET: Veterans, HIV: Person with HIV/AIDS, NA: Not applicable

Universal Data Elements:
The Universal Data Elements from the 2004 notice are largely unchanged. Minor changes include: Response categories have been added to a number of data elements to provide more detailed information and to be consistent with other federal reporting on homeless programs. Don't Know and Refused response categories are added for those data elements that previously did not include those responses, to ensure consistency in data quality reporting.

SS#: Full SSN Reported, Partial SSN Reported, Don't Know or Don't Have, Refused

DOB: Full DOB Reported; Approximate or Partial DOB Reported; Don't Know; Refused. Use ‘01’ for unknown month or day.

Race: Changed Amer-Indian or Alaskan to American Indian or Alaska Native; Changed Pacific Islander to Native Hawaiian or Other Pacific Islander

Ethnicity: Changed Hispanic to Hispanic/Latino. Changed Non-Hispanic to Non-Hispanic/Non-Latino.

Gender: Added the following response categories: Female (Exists); Male (Exists); Transgendered Male to Female; Transgendered Female to Male; Other; Don’t Know; Refused; •For all agencies that display the Transgender field the value in this field must be converted to the equivalent value in the Gender field. In the future, the Show Transgender option will be removed from the Agency Profile page, and for all agencies this option will be turned off. Affected agencies will be informed before this is done.

Residence Prior to Program Entry: Added Safe Haven; Rental by client, with VASH housing subsidy, Rental by client, with other (non-VASH) housing subsidy, Owned by client, with housing subsidy.

Zip Code of Last Permanent Address: Change Full Zip Code to Full or Partial Zip Code Recorded. Use blanks for missing digits.

Housing Status: Changed current description for response category 2 to Imminently losing their housing. Changed current description for response category 3 to Unstably housed and at risk of losing housing.

Program-Specific Data Elements:
This section has revisions to be aligned with the HMIS Data Standards data collection, which include: Income and Sources and Non-Cash Benefits. Reason for Leaving and Services Received are no longer required for programs completing APR's.

The Income and Sources and Non-Cash Benefits changes are not included in the June 1 PATHWAYS COMPASS release. They will be released soon. Users should continue to enter this information using the current Finance page. This section is not yet available in the PATHWAYS COMPASS system. In the meantime, Pathways has provided a Client Intake Form that will allow you to capture this information until this page is online.

Destination: Added Veterans Affairs Supportive Housing (VASH) subsidy. Tenure and housing subsidy types have been combined, "Transitional" has been changed to "Temporary", Safe Haven and Deceased have been added

Date of Contact: For street outreach programs only. If Contact is selected, code “PH-8000-Street Outreach Programs” is automatic, enter Contact Time and Location of Contact.

Date of Engagement: For street outreach programs only. If Engagement is selected code “TJ-6500.6300-Outreach Programs” is automatic.

Pathways New Servers Online At The New Data Center

In order to better serve our customers, Pathways moved our computer operations to a new location Monday morning, May 17. At that time we replaced all of the hardware, background software and Internet connectivity devices with new, upgraded versions.

The functions of the PATHWAYS COMPASS system will not change as a result of this move; however, the DIRECT LINK to access PATHWAYS COMPASS will change.

This means that Bookmarks and Favorites Lists that point to the PATHWAYS
COMPASS login page must be updated AFTER THE MOVE to use the new link, which will be

Pathways Announces the Release of V5.16.0.2

Pathways announces the release of V5.16.0.2. Most changes specifically impact the Agency Site and Agency Program Maintenance pages. More details are provided below:

Agency Program Maintenance page
• An optional Multi-County Program check box is added to indicate if this program has beds in multiple counties. Do not check if the beds are in only one county OR if the program is not a residential program. Residential programs are Emer. Shelter (ES), Transitional Housing (TH), Permanent Supportive Housing (PSH) and Safe Haven.

• An optional Continuum of Care field is added to indicate which CoC this program is associated with, if any. Residential programs should fill it in; for others it is optional.

• The Site field has been renamed Primary Site. A note has been added, “Select the Site where this program has all or most of its operations”.

Agency Sites Page
• The Continuum of Care field has been removed. This information will now be supplied on the Program page.

Bed and Unit Inventory page

• An optional Site field is added to indicate which Agency Site these beds are located in. If not filled in, then the Program’s Primary Site will be used.
• This page is now displayed for Safe Haven programs, in addition to ES, TH and PSH

Application Footer
• The area at the bottom of each page has been simplified. Instead of the user’s ID, the First and Last Names are shown. The big purple button has been replaced by a “Contact Support” link, which does the same thing. The title of the page is no longer repeated at the bottom of the page.


This release brings PATHWAYS COMPASS into compliance with the new HUD Data Standards regarding Program Descriptor Data Elements. We plan to bring the system into compliance with the Universal Data Elements and Program-Specific Data Elements by June 1, 2010 (the date when agencies must begin collecting data using the new standards).

Pathways Announces Enrollment-Activated Follow Ups
V5.15.0.22

Pathways announces the release of V5.15.0.22. This release includes an enhancement to the Program Follow Ups and Outcomes feature.

Agency Administrators are now able to set up Program Follow Ups and Program Follow Up Outcomes that are activated by a Program Enrollment. Previously there was only the option to set up Program Follow Ups and Outcomes activated by Program Discharge.

Enrollment Activated Program Follow Ups and Outcomes Schedules:
• Navigate to the Agency Program Maintenance page and enter the appropriate value in the Activated By drop down list (Enrollment, Discharge, or Both).
• If Both are chosen, then two schedule entries or Outcomes will be created, one for Enrollment and one for Discharge. From that point on, the two entries will be independent of each other.
• The Follow Ups activated by enrollment will appear on the Client’s Programs page immediately upon enrollment, and will show as “Pending” until the Follow Up is due.

Existing Program Follow Ups Schedules:
• All currently defined Follow Ups have automatically been converted to Discharge-Activated, and therefore will continue to work exactly the same as before.

Other than what is described above, Enrollment-Activated Follow Ups and Outcomes work exactly the same as Discharge-Activated ones.

Program Follow Ups and Outcomes Reports:
• The Program Follow Ups and Outcomes export has been modified to show whether the Follow Up record was activated by an Enrollment or a Discharge.
• The current Program Follow Up / Outcomes Summary report will be replaced by two reports. The first will show Follow Ups that are due or past due. The second will show Outcomes that have been entered (with totals). These reports will be available one week from now.

The Latest AIRS Taxonomy is in place...

Pathways recently implemented the latest AIRS Taxonomy, the list of Client "Needs" that we use for our Service records. Among the changes in the new Taxonomy are:

• Over 2000 additional Service Need Codes and Descriptions
• The Service Code format has more digits to accommodate the new codes
• Some Service Descriptions have been reworded slightly for clarity. Some obsolete ones have been removed.

These changes for the most part are transparent to the end user. No modifications to any agency's Preferred Services List are required. Agency Administrators should review their Preferred Services List and make sure it is suitable for your agency's needs. It may well be that a description you could not find before is now available to you!

When viewing the Preferred Services Page or when searching for a Service Need Code, please note that the Service Need Code has been extended from 3 digits to 4 digits. For example PH-100 - Case/Care Management is now PH-1000 and BH-390.310 - Housing Search Assistance is now BH-3900.3100, and so on.

If a Service Need Code was changed, the agency that was impacted by the change will be notified. For example, the old code BH-180.900 – Post Shelter Housing has been removed and replaced with BH-8600 - Transitional Housing/Shelter.

Pathways Releases the new EFSP module

Pathways has implemented a new EFSP module that agencies can use for disbursing EFSP funds. This will allow local agencies to track EFSP funds used for "Utility Assistance", "Rental and Mortgage Assistance" and "Hotel/ Motel Assistance". This new EFSP module will assist with each local community EFSP program requirement for non-duplication of EFSP services.

The Emergency Food and Shelter Program (EFSP) was created in 1983 to supplement the work of local social service organizations within the United States, both private and governmental, to help people in need of emergency assistance. For more information, go to http://efsp.unitedway.org/index.htm

Please contact Pathways Support prior to using EFSP, in order to have your Agency properly set up to use the module.

Once the agency is set up, any User can be given access to the new EFSP module:
- To access the EFSP information, the Agency Administrator must activate EFSP in the User's profile.
- Once activated the EFSP Services link becomes available on the Client Services Information page.
- Users are able to view any EFSP Service transactions that have been recorded for a client.
- Once activated, Users are able to view the EFSP Summary page. Just click EFSP on the Client Visit menu.

Coming soon, you will be able to print the EFSP Summary page and will have an additional report that tracks EFSP Services and Disbursements.

Activating the EFSP link in the User Profile:
1. See your Agency Administrator. Only Agency Administrators can do this for you.

EFSP on the Services Page:
1. You are able to view the EFSP transactions a client has received.
2. To add an ESFP transaction, click on the EFSP Services link.

EFSP Summary Page:
1. Allows you to view ONLY EFSP Transactions for the client.
2. Allows you to view dates, jurisdiction, phase year, Service Need given, disbursement given, and whether any other agency has given this client an EFSP transaction.

Pathways Updating AIRS Taxonomy

Pathways announces the implementation of the most current Alliance of Information and Referral Systems (AIRS) Taxonomy of Human Needs. Our target date for this implementation is February 15, 2010.

Currently the PATHWAYS COMPASS system utilizes a Taxonomy of about 7,000 Need Codes and associated Descriptions used by human service organizations. On February 15, 2010 Pathways will implement the most current AIRS Taxonomy, which will include more than 9,000 Need Codes and Descriptions. New descriptions have been added, old descriptions have been clarified, obsolete descriptions have been eliminated, and more detailed descriptions have been inserted as sub-levels of existing ones to give Pathways agencies more detailed descriptions of the services they provide.

What is a Taxonomy?
A Taxonomy is a particular classification of things or concepts, grouped into categories and arranged in a hierarchical structure according to their relationships to each other. In our case, descriptions of things and services that clients need are arranged into five levels, from general to specific. The codes assigned to each description range from a single letter for the most general, to several characters for the most specific.

The Taxonomy divides all human needs, services and target populations into ten general categories:

B - Basic Needs
D - Consumer Services
F - Criminal Justice and Legal Services
H – Education
J – Environmental Quality
H – Health Care
N - Income Support and Employment
P – Individual and Family Life
R – Mental Health Care Counseling
T – Organizational/Community/International Services
Y – Target Populations

The more detailed levels are currently represented by 3 digits. The new Taxonomy Need Codes will be expanded to 4 or 5 digits to accommodate the new descriptions.

These changes will be transparent to the user. All current data will be converted to the new codes and descriptions by Pathways. There will be a small number of Need Codes that will require agencies to evaluate the Need Codes most appropriate for them. More information about the specific Codes will be provided during the conversion.
